Introduction:

Quantitative Risk Assessment (QRA), also known as Quantitative Risk Analysis, is a comprehensive, numerical methodology used to evaluate the overall risk posed by a process facility to people, the environment, and assets. It integrates the frequency and consequences of a wide range of potential accident scenarios to produce metrics such as Individual Risk per Annum (IRPA) and Potential Loss of Life (PLL). QRA is the most rigorous form of risk assessment in the process industry and is often a regulatory requirement for major hazard facilities.

Purpose:

The primary purpose of QRA is to provide a holistic, quantified understanding of risk to support objective decision-making. Key objectives are to: 

1) Calculate the level of risk (both individual and societal) associated with facility operations, 

2) Compare calculated risks against established risk tolerance criteria (e.g., ALARP, company standards), 

3) Identify and rank major risk contributors, and 

4) Evaluate the risk reduction effectiveness of proposed safety measures or design alternatives to optimize investment.

Methodology:

QRA is a multi-step, iterative process:

1.  Hazard Identification: Use HAZID/HAZOP to define a comprehensive set of loss of containment scenarios.

2.  Frequency Analysis: Estimate how often each initiating event occurs using historical failure rate data (e.g., from OREDA), fault tree analysis, and expert judgment. Account for mitigation system effectiveness (from LOPA).

3. Consequence Analysis: For each scenario, model the physical effects using dispersion, fire, and explosion models (see FERA, Gas Dispersion). Determine the impact on people (probability of fatality vs. distance).

4.  Risk Calculation: Combine the frequency and consequence results (using probit functions for injury) to calculate individual risk contours (lines of constant risk on a map) and societal risk (expressed in an F-N curve showing frequency of events causing N or more fatalities).

5.  Risk Evaluation & ALARP Demonstration: Compare results to criteria. For risks above the broadly acceptable region, identify potential risk reduction measures and re-run the QRA to demonstrate that risks have been reduced ALARP.
